Law Label & URN Registration Full Practical Guide: Implementation Handbook for Furniture Enterprises Exporting to the US

日期:2026年9月17日

We plan to market mattresses, sofas, throw pillows and stuffed plush products to the US market. Full procedures for Law Label compliance shall be implemented, covering registration, label design, production and sewing, and ongoing maintenance at all stages to reduce trial-and-error costs.

Step 1: Product classification confirmation. First, determine whether the products fall under Law Label regulation. Generally, any product containing concealed filling materials inside is subject to compliance control. For certain special categories such as thin seat cushions and pet furniture, verify the regulations of target states in advance to avoid misjudgment. Identify the US states for planned sales and confirm whether URN registration is required. Priority can be given to completing URN registration in one state. Once registered, the registration number is valid across all 14 mandatory registration states, eliminating the need for separate state-by-state registration.

Step 2: Submit the URN registration application. Either the manufacturing factory or the US importer may act as the applicant to submit registration materials, including corporate information, factory address, product categories, etc. A unique URN (Uniform Registration Number) will be issued upon approval. The registration number is tied to the applicant entity. If the manufacturing factory is changed, re-registration is required; the URN of the former factory cannot be reused. Retain the official registration certificate after completion, as it will be required for e-commerce platform listing and customs inspection.

Step 3: Law Label design. After obtaining the URN, proceed with label layout design. Fill in all mandatory fields in full, including the mandatory warning statement, weight percentage of each filling material, URN, importer/manufacturer address, country of origin and other required items. Adjust font size and label dimensions in accordance with target state requirements. It is recommended to create a universal label version compatible with the rules of most sales states to avoid extra production management burdens caused by multiple label variants. After finalizing the design, have it reviewed by a compliance consultant to prevent textual and formatting errors.

Step 4: Production and sewing control. Use tear-resistant non-woven fabric for labels. Sew the labels directly onto finished products at the manufacturing site. Mount them on the side, bottom or other locations that are less prone to wear and visible to consumers, and ensure secure stitching so labels will not fall off during transit and handling. Integrate Law Label inspection into pre-shipment QC checks. Verify that every finished product carries an intact label with correct printing, preventing goods with missing or incorrect labels from entering overseas warehouses. Bear in mind that labels should not be sewn at US overseas warehouses. Retrofit labeling incurs high costs and is not accepted in some states.

Step 5: Ongoing compliance maintenance. Promptly update URN registration information if the factory’s name or address changes, to prevent URN invalidation. When developing new formulations with altered filling ratios, Law Label content must be updated accordingly; old labels cannot continue to be used. Keep physical photos of labels and the URN registration certificate on file for quick retrieval for platform listings, customer audits and customs examinations.

Many enterprises ask whether Law Label is required for small-batch US e-commerce orders. Whether for full-container bulk imports or small FBA shipments, products sold within the US must comply with state laws. There are no exemptions based on order volume. Implementing Law Label and URN compliance upfront at the production stage is critical to mitigate overseas market risks and sustain US business operations. This prevents irreparable losses arising from non-compliance discovered only after goods arrive in the US.
