Although a Law Label appears to be just a small fabric tag, every piece of its content is governed by US state regulations. Missing information, incorrect wording or formatting errors will directly result in non-compliance. Enterprises must verify each key element one by one during the label design phase.
- Mandatory Warning Statement This is the most distinctive element of the Law Label. It must be printed entirely in uppercase without omission or modification. It clearly states that no party other than the end consumer may remove the tag, and it is a key item checked during regulatory spot inspections.
- Filling Material Disclosure All filling materials shall be listed in descending order by weight percentage, with material names and corresponding percentages clearly specified. All multiple fillers must be fully itemized instead of being vaguely abbreviated. For example, write “55% Polyurethane Foam, 45% Polyester Fiber”, rather than simply stating “Composite Filling”. Non-textile fillings such as springs and steel frames must also be declared. The statement “ALL NEW MATERIAL” shall be printed if the product uses only virgin materials, to distinguish it from goods filled with recycled/used materials.
- URN (Uniform Registration Number) This registration number is issued after state government registration. Its format includes the state abbreviation, numeric ID and origin suffix, e.g. OH‑12345 (CN). The URN must be printed on the Law Label itself. Regulators can trace information about the manufacturing factory and US importer via this URN.
- Responsible Entity Information For imported goods, the full legal name and physical address of either the manufacturer or US importer/distributor must be shown. Listing only the Chinese factory address is insufficient. Some states require a valid physical address within the US; email addresses or virtual addresses alone will be deemed invalid.
- Country-of-Origin Declaration For goods imported into the US, “Made in China” must be clearly printed to satisfy US country-of-origin labeling statutes.
In addition, supplementary information may be added for certain product categories. Mattresses may include product dimensions and total filling weight. For upholstered furniture sold in California, TB117‑2013 flammability labeling requirements must also be met. The Law Label and flammability tag are two separate labels and cannot substitute for one another.
Label text must be legible, with dimensions and font sizes meeting the minimum requirements of target states. The tag shall be securely sewn onto the product itself. Adhesive stickers or rivet-mounted tags are not accepted in many states. A common pitfall for many enterprises is completing URN registration while still having missing or incorrect label content, which will still fail customs and platform reviews. After label design is finalized, verify each item against the regulations of target sales states to prevent subsequent losses caused by early-stage design mistakes.
